If you want really strong results (like for a grocery tote bag), use more than one layer of fabric and a good gel medium - just my experience. I was afraid of mixing paper and fabric together until I tried it ala Kelli Perkins' book. I use a heavy jeans type needle in my machine when stitching fabric and paper mixed pieces and just play - no tearing out. I've used tissue paper laminated to muslin with glue in an art quilt, overpainted with a wash of Lumiere paint. Early on, they were magazine pages that I didn't treat in any way. Now, I add gel medium to most paper.
